b)No, you can't tell with web tracking tools who reads your feeds. Some of the blog collecting sites (Technorati, LiveJournal) let you see how many people are "subscribed", but you have to go find the report on each site. (As personally frustrating as that is, it's got nothing on explaining to your boss that while the RSS feeds at work have 40x the hits of anything else, that doesn't mean anyone sees those, that it's just the feed collectors collecting posts.)
